Probably the single largest factor in why Clackamas County has fewer people living in our parks and other public places is that we, as a county, have chosen to enforce the laws we have on the books against such activity.

I would respectfully submit that if the city of Portland/Multnomah County would have done likewise years ago, when the homeless numbers were more modest, they wouldn’t be in the catastrophe they are in now.
